23 was the first new bus delivered to Islwyn Borough Transport and the first Leopard fitted with twin headlamps, something which was a feature of all subsequent Willowbrook-bodied Leopards.

It had replaced the previous 23 (TAX 710), the last of the PD2s bodied by Willowbrook to remain in service and similar to 22 seen at the same location.

The orange cover above the destination display was for an anti-vandal flashing light and alarm system fitted by mid-1975.
