This is one of the Bellamy cars, named after the General Manager at the time, who became best known for his design of top cover which was fitted to quite a few early open-top trams.

This isn't a true Bellamy cover but certainly has a few unusual features. The upper saloon has large apertures at quarterlight level which can be closed by (presumably) canvas blinds which are all open for this photo.

The tram is incomplete as it has no controllers and no seating and was maybe supplied part-finished for completion at Liverpool's Lambeth Road works, where it will presumably also gain an identity. The matchboard waistrail panelling in the lower deck is an unusual feature.
