Little is known about this shot of a charabanc outside the Commercial Hotel (and presumably also billiard rooms) in Uppermill. Unfortunately Robert Beardsall was one of the longest-serving landlords there, being in charge from 1907 to 1919, which doesn't help to narrow the date.
One suggestion for the vehicle is N 3974, a Halley new to a haulier in Whitworth Park, but without any positive means of identification it will not be possible to confirm that.
