Accurate use of number blinds seems to have been considered optional by drivers of these VRTs, the display very rarely being correct. XR1958 is probably working a 520 from Blaenrhondda to Pontypridd and is passing through Tonypandy, with the low winter sun leaving most of street in shadow.
