By 1918 Dick, Kerr had gained full control of UEC and this second batch of fifteen trams was one of the few built under the Dick, Kerr name before the change to English Electric.

They were built to support an extension of the system from Dunfermline to Rosyth, to serve the Admiralty shipyard there which was very busy with the war effort. The line included a section of running in the centre of a new dual carriageway that is now King's Road in Rosyth.
